This manual is prepared for assistance and guidance in policy procedures for Wise County Women's Bowling Association and shall not conflict with the By-Laws of the Association. Amendments or deletions to any provisions are by the authority of the Board of Directors

Mission Statement: To identify and fulfill the needs of women bowlers.

Vision Statement: WCWBA - Setting new trends through excellence.

 

I. OFFICER DUTIES

In addition to the duties listed in the Association bylaws the following duties shall be performed by:

The President

Appoint members to serve on committees.

Select board meeting sites and membership meeting sites with the

assistance of the of the association secretary.

 

Prepare a written report to present to the members at membership meetings.

Sign warrants received from the secretary/treasurer.

Familiarize herself with parliamentary law, the association bylaws and the association policy and procedure manual.

Appoints directors to fill vacancies. (Approval of Board)

The 1st Vice President

Familiarize herself with the duties of the president

Assist the association secretary with the association tournament

The 2nd Vice President

Familiarize herself with the duties of the president.

Assist the association secretary with the association tournament.

The Secretary/Treasurer

Assist the president in selecting the date of board and membership meetings.

Serve as chairman for the association annual tournament.

Send notification of all board and membership meetings at least ten days

prior to the meeting dates.

Work with the president to prepare agenda for each meeting.

Prepare a written report to present to the members at membership

meetings.

Update association manuals as necessary.

Issue warrants for current bills and forward to president.

Process warrants.

Furnish manuals to new WCWBA board members.

Serve on the Audit Committee and provide records as needed.

Serve on the Finance and Budget Committee and provide records as

needed.

The Sergeant-at-Arms

Take responsibility for the count of those eligible to vote at membership meetings.

Take responsibility for ballots to be used at board and membership meetings.

Serve on committees as appointed.

II. BOARD OF DIRECTORS GUIDELINES

In addition to the duties listed in the Association bylaws the directors shall perform the following duties:

Attend meetings and actively participate in association affairs.

Work with each other for the progress and success of the association.

Give assistance to the secretary, league officers and members when

requested to do so.

Serve on committees as appointed.

III. MEETINGS

Board Meetings

The President shall determine regular and special meeting sites and

times.

 

Annual Association Meetings

Meetings will be held in the fall. Elective positions are to be filled.

Meeting open to entire membership.

 

Membership Meetings

Meeting will be held in the spring, no later than June 15. Annual awards

will be presented.

Hall of Fame inductee will be presented.

IV. COMMITTEES

Audit Committee

The audit committee shall audit the books of the association after August

    1. The committee should verify the receipts and disbursements with the

bank balance.

 

Awards Committee

Bowler of Year - Shall determine the qualification and format for the

tournament.

Annual Awards - Shall assist in presenting the awards at the association

Annual meeting.

Hall of Fame - Furnish forms to members. Review applications to

to determine if requirements were met.

Excuse Committee

The purpose of this committee is to contact board members absent from meetings and report to the Board the reasons for absence. Each board member is urged to contact either the Excuse committee or the President in advance when she unable to attend a meeting.

 

 

Finance and Budget

The committee will prepare a budget based on the previous years income.

The committee shall meet prior to the fall board meeting for approval of Finance and Budget report.

Make proposals for raising funds and implementing after approval.

Inspection

WCWBA representative will participate in lane inspection each

August. Representative appointed annually.

 

 

Membership Development

Work to promote sport of bowling in community. Ascertain all bowlers

sanctioned. Recruit new bowlers. Retain present members.

Nominating

The nominating committee shall prepare a slate of nominees for presentation to membership at the annual membership meeting.

 

Policy and Procedure

After manual has been approved, shall meet to update changes as

needed.

If committee has any recommendations for changes it shall be submitted

to board of directors for approval.

 

Publicity

The committee shall be responsible for all publicity and news concerning the association and its members throughout the year, including the County

Tournament.

The committee should devise a way to obtain bowling news from each league.

V. AWARDS

The awards program is the associations’ way of recognizing our members’ extraordinary achievements during the year. The board shall review the program each year for additions or changes.

Retain Permanent:

Membership lists

Hall of Fame inductees

Warrants

IRS tax exemption determination letters.

Minutes

Bank statements

High team, individual game and individual series scores

Association tournament champion names and scores

Final average lists/average books

Annual financial reports

Certificate of Association (charter)

All IRS tax reports

Tournament prize lists

Keep canceled checks as well as supporting income and expense

information for seven years.

Keep these items for six years:

Employee records

Wages and tax withholding

Association contracts (tournament, leases, etc.)

Keep these items for four years.

 

Unemployment tax records.

U.S. Social Security tax records from either tax due date or payment date

 

Keep these items for three years:

 

Expense reports

Dues transmittals

Insurance policies

General correspondence

Lane certification forms

Sanction applications

 

Keep these items for two years:

Committee and tournament reports

Application for membership cards

Tournament entries and tournament operations records

VII. EXPENSES

 

Officer Salaries

The secretary/treasurer shall receive $99 per year.

VIII. SPECIAL PROJECTS

Banquet

The board of directors shall determine the site of the banquet.

The awards shall be given at the banquet.

The new Hall of Fame members shall be inducted at the banquet.

IX. TOURNAMENTS

Annual County Tournament

The annual county tournament shall be held between Sept. and May.

The board of directors shall assist the secretary in conducting the tournament.

Board members shall visit each team in each league to encourage entry in the tournament.

 

Bowler of Year

The tournament will be held after April 1 and before the Spring

Membership meeting.

X. MISCELLANEOUS

Lane Representatives

Lane representatives shall attend each league organizational meeting with

Proprietor approval.

Each team in league play will be contacted one on one and asked to enter

the tournament.

Each team will be offered assistance in filling out the entry form for the

tournament.

Each team will be asked to attend the association membership meetings.

Special Occasions

Guidelines on sending flowers/candy in event of illness, death, births etc.

 

Evaluation

Membership and themselves evaluate Officers / Directors.

Standards

Board members must be members of WIBC and the association

throughout the term of office. Strive to encourage good sportsmanship

and enforce uniform playing rules.

 

Officers should adopt uniform qualifications for membership in

Association.

Committee members should develop programs to increase interest in

bowling.

Directors should encourage good fellowship and offer guidance and

assistance to members.

Membership development shall encourage participation in bowling.
